For there to be justice, the people have to agree upon what that justice is. I would ask you to have an itemized list of deeds that constitute as criminal in your estimation, and a justification for why all of these misdeeds are punished in the exact same way regardless of personal circumstance, culpability, and severity. Then, you have to have what constitutes as rehabilitation clearly lined out so that the people you're punishing know not only what you're punishing, but how you expect them to 'repent'.
