He never really seems to react to much of everything, even though at least half of the city is engaging in a contest to see who can annoy him the most at any given time. I wonder if he's even an actual person or just some sort of manifestation or something.

No, I haven't bothered to personally interact with him. It seems like a pain.

[ Though most people don't.. really get a choice.. But it seems like Ange has been safe for now. Being too unmotivated to do anything annoying to Jerry or the Council has its upsides, apparently. ]

But I've heard the way he talks to other people. Mostly people who antagonize him, mind you. I have no clue if he'd be more willing to engage in serious conversations or give answers otherwise.
