Regarding these "crimes", has anyone found the accusation to be... oddly lenient?

For example, perhaps you were charged with the simple theft of a piece of fruit when it would not be out of the question to be accused of a deliberate arson attack. Or do the unspecified powers that be not involve themselves with acts that are traditionally considered to be the most severe?

That was my general assumption. The other option is that they may have selected ones that will cause one distress.

I suppose it could be similar to what you've said, and that they consider these things distressing.
