Who is Gogol and why are they being excluded from receiving care?

[Considering how questionable this 'completely reputable and trustworthy' Doctor was, Touma wondered if being denied treatment by them was actually a blessing in disguise.]

My, my. The Clown, who you might see around, is quite the murderous eccentric. You can say, we don't get along... after he almost beheaded me back home. With my associates very close to the crossfire.

Even so, you're a doctor, right? If he was at death's door and you were the only one who could save him, wouldn't you be obliged to help him regardless of his past actions?

Now that is quite the dilemma I face. On one hand, it is my duty as a Doctor to save lives. However, he is hellbent on taking them. And ones that are close to me, no doubt.

If I was to save him one day and he kills my family the next. Whatever am I to do? I would be most interested in your thoughts.

In this hypothetical situation, couldn't you just have him detained and thrown in prison once he's no longer in critical condition? That way you remain true to your duty as a Doctor and you avoid such tragedy from happening.

If only it were that easy. I do admit though, it is a good idea.

The clown is quite adept at teleporting. As it currently stands, there isn't such a way to detain him. But perhaps we might find one while here?
