The Council's whole point is rehabilitation. So if the focus is "murder is bad" then how could they inflict the same lesson if the follow-through didn't happen? I wonder if the Council would purposely murder Chosen to establish that the process of "being murdered" is a negative experience. Some kind of reversal method.

That would suck.
