i'm thinking about a food truck, if that wasn't obvious.

You'd need to have excellent food or be able to generation considerable hype to turn this to cult-status. I don't think the Council would appreciate any kind of thievery.

in fairness i've really only ever been to one big city at home but all the different prefectures each have their own vibe
