Has anybody been having problems with their Qu-- powers not working?
[He is trying very, very hard to make this sound like perfectly ordinary curiosity. Unfortunately for him, he's not doing a very good job at it today; the question comes out in a rush, and there's a raised pitch to his voice. Izuku is Not Fine right now and even he can't hide it.]
If so, has it started working again? Or been an...an intermittent thing?

I haven't been called in for sentencing yet! And I don't think I've done anything to make anyone mad...
[But now he's not certain. He's aware of at least one person who has had things done to their powers as punishments before, and now he's worried that the rules changed right under him and he messed up completely unaware.]

I don't think that would work. I mean, I've never tried, but the Council hasn't given a lot of answers about anything since they showed up.

It shouldn't matter. Izuku has always been the quirkless wonder. But not even Katsuki can deny that things have been different for them since Izuku gained One for All, that their relationship has developed into something different than it ever has been before.

[It's not something Kacchan would know, or even something that Izuku has thought about very much. What the sensation of Quirklessness feels like, compared to having one. Especially with how easy it is to not notice the difference until it makes itself known; receiving One For All hadn't made him feel different, only actually using it had.]
You know how Aizawa-sensei using his Quirk feels, right? Your Quirk is there, but you just can't touch it?
[At least that's how he'd describe it. He really, really hopes he and Kacchan are on the same page there.]

[The idea that it might not be -- that he's managed to get One For All destroyed in some way -- is still haunting him. But having that reminder does help, a bit. Sometimes just hearing someone else say it makes it easier to believe than trying to convince yourself.]

[Aether had his powers sealed by a literal god before, then got put into 500 year nap. He understands being confused and worried when weird things like that happen.]
