So it seems they do indeed sentence us for our crimes. If we 'atone' properly, the claim is that we will be a step nearer to returning home.

Oh alright. I suppose you could do something to scare them off whenever they act up. Or if you truly want to put in effort, stimulate the night life on the streets. The presence of so many eyes won't deter everyone but it will reduce petty crime.

You know, he's being more helpful here than she expected him to be. Not because she thought Emet-Selch was too dumb to help or anything, more.. well, she didn't expect him to try and be helpful even due to a punishment. ]
