For smaller or nonviolent infractions, there are monetary fines and community service, perhaps having your movements tracked for a time. Imprisonment in facilities that are meant to provide basic needs is standard for worse crimes. Even the rare execution is supposed to be relatively painless.
That isn't to say it all goes as the law intends, or that all convicts are appropriately protected from harm, but the idea is there.
