Yes and no.

"Terran" refers to those who originate from Terra. "Earth," as it were. While most are Human, other species may be included. As such, those Humans who are born "off-world" do not typically use the term.

However, as Human-focused language prevails upon their planet of origin: yes, that would be an appropriate equivalent. While not nearly so popular, "Gaians" is also occasionally used.
